Here are some graphs showing the points allocated by both PBS4HG and GAP. 2 of these graphs show a large 'bulge' in the GAP scores for pilots who made goal. As it happens, Peter was in the bulge on these 2 days, so his GAP score ended up being much better than his PBS4HG score on each of these days, and this got him into 1st place overall (GAP) when he was only 4th using PBS4HG.
